National Development and Reform Commission Releases New Foreign Investment Management Measures
The National Development and Reform Commission has announced a new version of the "Foreign Investment Management Measures," aimed at better ensuring the development and security of foreign investments. The management measures consist of 76 articles and cover six chapters: general principles, guidance and services for foreign investment, regulation of foreign investment, protection of foreign investment, legal responsibilities, and supplementary provisions. The measures will take effect on December 1, 2026, at which point the "Management Measures for Enterprises' Overseas Investment" issued in 2017 will be simultaneously repealed. The state supports investors in conducting foreign investment activities based on market principles and actively participating in international cooperation and competition. Investors have the right to make independent decisions regarding foreign investments, bear risks independently, and assume profits and losses themselves.
