APEC Finance Ministers Release Digital Infrastructure Financing Policy Statement
The finance ministers of the Asia-Pacific Economic Cooperation (APEC) member economies released the "Policy Statement on Financing Digital Infrastructure in the Asia-Pacific Region" in Hong Kong on October 21. The statement encourages the public sector to adopt project preparation tools, first-loss guarantees, and risk-sharing arrangements to leverage commercial financing, while also encouraging the private sector to utilize financing leases, asset securitization, and to attract capital from pension funds, insurance companies, and sovereign wealth funds. Additionally, the statement encourages multilateral development banks to use local currency hedging tools and special guarantee funds to support projects, aiming to catalyze rather than crowd out private investment. The aforementioned cooperation is voluntary and non-binding.
