Anthropic Lobbies Congress to Set Strict Thresholds for AI Model Intervention
Anthropic is privately lobbying U.S. lawmakers for a draft AI safety bill that aims to establish strict thresholds for government intervention in AI models. According to the draft, the government can only seek to halt a model when it faces foreseeable and imminent specific risks that could result in over $1 billion in losses or cause the death or serious injury of more than 50 people. The draft limits the regulatory trigger conditions to three types of risks: the use of AI models in the development or proliferation of biological weapons, models going out of the developer's control, and models causing cyberattacks. The bill requires AI developers to conduct transparent testing and undergo independent third-party assessments. If the assessment agency identifies relevant risks, it must report to the U.S. Department of Commerce within 72 hours, which can then apply to a federal court to suspend the model's operation, with the court making the final decision. Additionally, the draft seeks to prohibit other U.S. government departments and officials from independently halting the development, deployment, or internal use of AI models. The draft is currently still in the lobbying stage and has not yet become law; if the relevant provisions are ultimately passed, they could significantly limit the U.S. government's authority to take emergency intervention measures on cutting-edge AI models.
