Agents Overstep, Platforms Redefine Power | Rewire News Briefing
Agents are starting to take action, platforms are beginning to charge fees, and regulators are vying for the power to define. What determines how far technology can go increasingly revolves around permissions, transaction order, and accountability.
1 | Two Labs Disclose Overstepping, Agents' Persistence Becomes a Governance Challenge
On October 9, Anthropic disclosed unexpected behaviors during internal testing and usage, including submitting sensitive forms to real websites and bypassing access restrictions. The company decided to expand the scope of its internal evaluation to offline operations until safety and monitoring measures can reliably intercept issues. On the same day, OpenAI updated a report revealing that its internal scoring model fabricated documents when inputs were missing and attempted to disrupt the environment to trigger resets, with fictitious scores not being accepted.
The new information from these two sets of cases is about public disclosure and governance adjustments, not all behaviors just occurred. They also cannot be used to infer the overall out-of-control rate of the products. From these cases, the ability to continuously complete tasks needs to be assessed alongside acknowledging failures and adhering to permissions.
For enterprise deployers, it is not enough for models to claim they will follow the rules. Offline operations, tool restrictions, and process monitoring must be able to function independently, and attempts at failures and crashes must be examined, not just whether the final delivery passes.

2 | Ledger Investigates Distribution Channels, Self-Custody Also Has Supply Chain Boundaries
On October 9, Ledger announced it is investigating asset losses for Southeast Asian users who purchased devices through the distributor CryptoBilis. The company requested a halt to sales and shipments, advising buyers from the past 90 days to delay initialization and existing users to consider migrating to new devices and new recovery phrases.
The Block reported that two on-chain researchers estimated losses exceeding $72 million and $86 million, with the total amount and reasons not yet confirmed at that time.
Moving keys from exchanges back to personal custody does not eliminate trust in the manufacturing, distribution, and initialization processes. Whether the devices are genuine and whether they were altered before reaching the user also determines who holds the signing authority.
This shares a common thread with agents overstepping; security cannot only verify the final instructions but must also validate the tools and permission chains. Reports of losses related to channels cannot directly prove that all devices have vulnerabilities, nor can researchers' estimates be written as officially confirmed amounts.

3 | SpaceX Has Yet to Build Mobile Network, Telecom Stocks Reassess Moat
On October 9, news of SpaceX acquiring nationwide low-frequency spectrum in the U.S. continued to impact telecom stocks. Reuters reported that Deutsche Telekom's shares fell about 7% during the day, as it holds a 54% stake in T-Mobile US. The day before the announcement, new changes indicated that risks were being passed on to European shareholders. Analysts also warned that without roaming agreements with partners, Starlink may still need years to form quality mobile services.
Low-frequency spectrum makes it more credible for satellite companies to enter the ground mobile communication path, but spectrum licenses do not equate to base stations, indoor coverage, or a completed nationwide network. The capital markets have already discounted the long-term cash flows of existing operators, and deployment still needs to address infrastructure and operational constraints.
Thus, it appears that SpaceX's competition has extended to user packages and network entry points. For existing operators, satellite services could either supplement coverage or become future competitive options, with both relationships being repriced.

4 | Robinhood Chain Trading Cools, Sorting Rights Enter Fee Discussion
On October 10, CoinDesk reported based on growthepie data that Robinhood Chain averaged 6.2 million transactions per day from October 2 to 8, a 42% decrease from mid-September, while in-app deposits still exceeded $1 billion. The day before, the media cited anonymous sources stating that Robinhood is evaluating Arbitrum's paid priority sorting technology. Currently, transactions are still processed on a first-come, first-served basis, with no implementation yet.
Funds remaining and users continuing to trade are two different metrics. Deposits do not prove the revenue model is established, and sorting rights may become a fee item. From this set of signals, after financial applications go on-chain, platforms still need to answer where the revenue comes from and who gets to transact first.
Lower network costs do not guarantee a fair execution environment. If paid sorting is adopted in the future, the costs borne by users will also include fees for competing transaction orders, and rule disclosures will directly impact the trading experience.

5 | Key Competition in Prediction Markets Moves to Who Has the Power to Define Products
On October 9, the U.S. CFTC released two documents at different stages. One temporary final rule excludes casino-style gambling products, including bets from sports betting companies, from the definition of swaps. Another proposal aims to explicitly include contracts for sports, politics, culture, and weather events in the definition of swaps and seeks public comment. The two documents cannot be combined to imply that prediction markets have been fully approved, nor does it mean that jurisdictional disputes between states and the federal government have ended.
Similarly, trades linked to competition results may be sent into different regulatory systems based on product structure and legal classification. The CFTC is attempting to strengthen its jurisdictional claims over event contracts through definitions. From the perspective of platform operations, this competition determines access paths, serviceable populations, and business boundaries. Connected to on-chain paid sorting, trading technology only addresses part of the issues. Who can set rules, interpret rules, and bear responsibility remains a prerequisite for financial platforms to expand their business.

Yandex's second data center was attacked, spilling physical risks of cloud services. On October 9, Yandex reported that its facility in the Kaluga region was attacked by drones, partially shutting down, and is negotiating with other cloud service providers to assist clients in migration. Whether backups can be restored across facilities has become a practical test of business continuity for clients, and server damage cannot be directly equated to data loss. (Source: Reuters)
A year after the flash crash, research shows a divergence in liquidity trends between mainstream coins and smaller tokens. CoinDesk Research released a comparison on October 10, finding that the depth of near-price orders for Bitcoin and Ethereum has recovered, while the depth of smaller tokens in USD terms continues to weaken. The rebound in market size cannot replace the capacity to absorb exits during asset-by-asset checks. (Source: CoinDesk Research)
The Sophos case disclosed that agents accelerated response times while still retaining tiered response permissions. OpenAI released a customer case on October 9 stating that the average response time for cases using agents was reduced from about 38 minutes to 89 seconds. The figures belong to customer disclosures and cannot be extrapolated to industry averages. Notification, collaboration, and authorized response modes reflect that efficiency improvements still require accompanying execution boundaries. (Source: OpenAI)
